New
towns have a limit not only in cash but with access to upgraded roads,
buildings and zone types. In some way's it's part of the fun in getting a town
going and then extending it into a major metropolis. Upgrades earned as
you go.

wonder what I could do if I used the full access to upgrades and cash from the
start.... would it take the "fun" away.... I think so.
